Turkey Sets Ambitious 2027 Goals for Turkish Defense Industry

The Presidency of Defense Industries (SSB) has officially unveiled the 2027 Presidential Annual Program, outlining a strategic roadmap for the Turkish defense industry to bolster its domestic production capacity and global market influence. With a clear focus on technological sovereignty and export growth, the program aims to elevate the sector’s self-sufficiency rate to 84% while targeting an export revenue of $11.5 billion. By prioritizing critical sub-components and advanced research, Turkey continues to transform its military capabilities through sustained innovation and industrial expansion, setting a strong foundation for the next phase of its national security and economic development.
- The Turkish defense sector targets a total turnover of $28 billion by 2027.
- Defense and aviation exports are projected to reach an annual value of $11.5 billion.
- Total employment within the industry is expected to grow to approximately 138,000 personnel.
- The domestic self-sufficiency rate is set to increase from 82.3% to 84% within two years.

Industry Growth Continues with Record-Breaking Figures
Over the past 23 years, the Turkish defense and aviation sector has witnessed remarkable growth, with turnover increasing 25-fold and exports rising 40-fold to reach $10.1 billion in 2025. This rapid expansion is underpinned by a total project volume exceeding $100 billion. The 2027 program seeks to sustain this momentum by fostering the development of next-generation platforms that will define future military operations.

Advanced Technologies are Being Prioritized for Future Capabilities
The government plans to launch two new research and development projects in artificial intelligence, complementing the eight ongoing initiatives. AI is considered a horizontal technology essential for autonomous platforms and decision-support systems. Furthermore, the program emphasizes quantum and hypersonic technologies, which are identified as key drivers for future military superiority. Research efforts in biotechnology will also be expanded to ensure a multi-disciplinary approach to technological advancement.

SAYGEP Platform is Being Established for Cyber Security
Recognizing the growing integration of software and communication networks, the authorities are launching the Cyber Domain Competency Development and Integration Platform (SAYGEP). This initiative aims to reduce external dependence for critical software and fortify national security against cyber threats. By supporting local companies, the state intends to build a resilient and self-reliant cyber security ecosystem.

Supply Chain Resilience is Being Strengthened Through Local Production
A core pillar of the 2027 strategy involves the YETEN 2.0 project, which focuses on enhancing the local supply chain for critical sub-components. By integrating innovative small enterprises into the defense ecosystem, the industry aims to manage production timelines more effectively and mitigate risks associated with international supply chains.
Human Resource Capacity is Being Expanded to Meet Industry Needs
To support its ambitious goals, the sector is targeting an employment increase to 138,000 workers. Various career development programs, including digital experience sharing and vocational training, will be implemented to attract and retain specialized engineers and technicians. Additionally, international cooperation remains a high priority, with plans to host 21 defense industry collaboration meetings and participate in 15 major global security fairs by 2027.
