Windows 11 continues to experience performance issues since its launch. According to the latest reports, test users participating in the Windows 11 Insider program started to receive a 100 percent CPU usage error. This directly affects the performance of the computer.

Windows 11 100% CPU usage problem is caused by Microsoft’s Cross Device Service. This service allows file sharing and synchronization between PCs and phones.
The new Phone Link app shared in the Insider preview appears to be the root cause of the 100 percent CPU utilization. Users reported that the service consumed 10 percent of the CPU even when idle. This makes Phone Link unusable.
The bug was first noticed in build 25163, which was released on June 5, 2024. A Microsoft engineer explained that they found that the problem was caused by the Cross Device Service. Accordingly, as a workaround, the service could be disabled completely.
More than a week later, Microsoft still hasn’t provided an official fix. This has left Windows Insider users disappointed. It also raises concerns about Microsoft’s priorities and quality control practices.
While the company is touting controversial features like cloud-powered Recall, it is not fixing bugs that affect usability on Windows. With support for Windows 10 coming to an end, Windows 11 should be smoother.
