In recent years, many technology companies, from Google to Microsoft, OpenAI to Meta, have focused heavily on artificial intelligence. Alongside them, some government agencies have also been active. The latest example is the CIA. In fact, the U.S. civilian foreign intelligence service has developed a chatbot that imitates world leaders.
CIA Develops Chatbot That Imitates World Leaders
In global politics, leaders from countries that shape the world agenda, such as the United States, Russia, China, and Turkey, are always in the spotlight. The behaviors and decisions of these leaders play a crucial role not only in shaping today’s world but also in determining the future. For this reason, analyzing their stances and making predictions about the future has become a critical strategy in international relations. It seems the CIA is aware of this.

According to a report from the New York Times, the CIA has developed a chatbot that can predict future reactions based on world leaders’ past behaviors, decisions, and personality traits. This AI-powered bot is trained using large language models (LLM) and combines public information with intelligence data.
It is unclear when this technology was developed or when it started being used. Nand Mulchandani, the CIA’s first Chief Technology Officer and former U.S. Department of Defense AI Specialist, stated that this project was intentionally kept secret. Therefore, it seems that more details may not be shared, but the tech world eagerly awaits information about the development process.
